We have been in the Heating, & Air Conditioner industry since 1977. There is a lot of conflicting information, a lot of products and a lot of competition looking to just sell you a PAC and move onto the next customer.  Before you buy a a portable air conditioner here are the tops things to look for and the frequently asked questions we  have gotten since 2003
1) Make sure you are looking into a portable air conditioners that has 410A Refrigerant.  Since January 1, 2010 all appliances with a compressor using refrigerant  must use 410A – a more eco friendly refrigerant gas. If you see a portable air conditioners that has R22 refrigerant it means its been sitting in some warehouse for at least two + year and its not a green product.
2)  Make sure to find out how the portable air conditioner removes water, while most use self evap technology , the less expensive units still have a water tank, much like a dehumidifier.
3) All air conditioners are dehumidifiers, its nothing special to see that as a selling feature. If you have a wet basement or crawlspace  its still recommended to buy a separate  dehumidifier to really dry the air.
4) If you are looking for a portable air conditioner that is ” more ” environmentally friendly ” look for one with a higher SEER or EER ratting, and one that has a timer.
5) All portable air conditioners must be vented out of a window, if you exhaust into another room, attic, crawlspace, plenum etc etc you are exhausting moisture into that room which could lead to mold build up.
6) Do not buy an additional exhaust hose to be used as an extension. The efficiency  of the unit will be reduced and your portable air conditioner will die sooner that a standard model that only use the factory hose kit.
7) Portable air conditioners do not work on casement window, sorry that just don’t work.
8  The number of BTUs you should look for in a portable air conditioner depends on the size of the room and the heat load. Heat load in this case simply means how hot it gets where you live. Please note the size of the room must mean a room that can be closed off from the rest of the house. If you have a family room or living room you are trying to cool off, and its attached to a dinning room the living room and the dinning room’s square footage but both be added up to get a proper heat load.
